AREAS OF INTERFACE WITH THE GENERAL PUBLIC AND WITH OTHER DEPARTMENTS.

 
The main aims of the Tribal Welfare Engineering  Department is to create assets to the tribal beneficiaries by executing works and maintaining them.  The functionaries right from the section officers to Executive  Engineers should have the close interaction with the tribal beneficiaries for successful implementation of the programmes.  As such it has become necessary to the department to motivate to the people at large for their active participation.

The Project Officer, ITDA is the controlling officer of various Government Departments at the ITDA level under single window administrative set up.  The  Project Officer intervenes and achieve the inter departmental co-ordination between various government departments implementing the developmental activities.
   
1.

IRRIGATION DEPARTMENT:

To obtain permission for drawl of raw water from rivers, reservoirs, canals etc.,
To  obtain permission for cross drainage works across canals belonging to irrigation department. Standard Schedule of Rates for Irrigation items.

   
2. ROADS & BUILDINGS DEPARTMENT:

Standard Schedule of Rates for Roads and Building Works.

To obtain permission for road cutting whenever the pipe lines have to cross the national high ways/state high ways and cross drainage.

   
3. FOREST DEPARTMENT:

To obtaining permission to lay roads and to lay raw water pipe lines passing through the forest area
   
4. REVENUE DEPARTMENT:

For acquisition of land required for Water Supply/Road Schemes and for sites for Ashram Schools and Residential School Complexes.
   
5. GENERAL PUBLIC:

When private land has to be acquired in case of non-availability of Government land or in adequate.
   
6. GROUND WATER DEPARTMENT:

To examine the dependability of ground water source for water supply schemes, locations of bores for drilling and for exploratory drilling.

   
7. A.P.E.R.L :

(and Various  Engineering Colleges)

For field as well as lab analysis of typical and disruptive soils.  Recommendation of S.B.C. by plate load and split spoon tests.

Laboratory testing of building materials like cement, steel, bricks, and test cubes of concrete collected from ongoing works.

For providing structural designs for critical cases of the structures.

   
8. Institute of Preventive Medicine (and various Medical Colleges)/Available Laboratories of the PANCHAYAT RAJ ENGINEERING DEPARTMENT:

For Laboratory testing of water samples of water quality and portability and preparation of chemical and bacteriological reports for recommendation of water treatment by suitable method.
   
9. A.P.S.E.B :

(and Electrical Inspector)

For technical approval for electrical installations of transformers and power lines for turnkey works.

For service connections of buildings and water supply schemes.

Shifting of electric cables/ poles during  execution  of water supply,  sewerage schemes, laying of roads, construction of buildings and irrigation works.
   
10. DEPARTMENT OF TELECOMMUNICATIONS:

For telephone connections For shifting  of telephone cables/poles.
   
11. DEPARTMENT OF MINES & GEOLOGY:

Deduction of seigniorage and  remittance to the Mines and Geology department.
   
12. COMMERCIAL TAX DEPARTMENT:

Deduction and remittance of sales tax to the commercial tax department in respect of supply of materials by local S.S.I units on Rate Contract.
   
13. INCOME TAX DEPARTMENT:

Deduction of income tax from contractors bills and remittance of the same to the income tax department.
   
14. RAILWAY DEPARTMENT:

To obtain permission for cross drainage works to cross the Railway lines. Liaison with railway officials for level corssing/ ROB/RUB with the  panchayat limits.
   
15. POLICE/TRAFFIC PLICE:

For diversion of traffic for execution of water supply and drainage schemes in Urban areas while laying pipe lines
   
16. INDUSTRIES DEPARTMENT:

Regarding purchase policy of the State Government through rate contract for purchase of pipes and specials from small scale industrial units etc.
   
17. POLLUTION CONTROL BOARD:

For technical assistance regarding environmental clearance whenever required. 
   
18. PANCHAYAT RAJ ENGINEERING DEPARTMENT:

Rate contract rates for water supply items.

Regarding finalisation of rate contracts for purchase of pipes, specials and valves etc., having mutual department interest.

Liaison with P.R. Deptt., for comprehensive W.S. Scheme.

Getting feed back regarding the existing W.S. Scheme for  improvements.
   
19. Directorate of Census Operations:

For obtaining census reports.
   
20. Bureau of Indian Standards:

For procurement of relevant I.S Codes.
   
21. Survey of  India:

To procure tope-sheets etc.
   
22. Information & Public Relations Department:

To Publish tender notification
   
23. Director of Treasures and Accounts:

To obtain authorisation for payments
   
24. Auditor General:

For auditing of expenditure and performance evaluation of head office and responding to audit paras.
   
25. AP.T.S:

For installation and maintenance of computes.
   
26. Board of Chief Engineers:

For taking major policy decisions regarding issues common to all engineering departments.

For registration of special class contractors, finalization of SSRs.
   
27. Project Officers of ITDA’s:

For sanction of works and allotment of funds.
   
28. Director of Printing & Stationer.

To procure stationary, codes, manuals etc.
   
29. Judiciary:

Supreme court Service matters and works
A.P.A.T  Service matters
High Court  Service matters & works
Subordinate Court  at districts  Works (regarding claims of contractorenforcement of agreement conditions and Revenue Recovery)
Advocate General For legal opinion and defending the
   
30. R.T.A:

To obtain condemnation certificate to dispose off unserviceable scrutiny annual maintenance of vehicles.
   
31. D.G.S. & D:

To operate DGS & D rate contract for purchase of G.I.Pipes/ Motor Vehicles, ceiling fans and other items that are covered by D.GS. & D rate contract.
   
32. A.P.P.S.C:

For direct recruitment to fill up vacancies of Engineering staff.
   
33. Civil Defence & Disaster Management Institute:

To impart civil defense training to incumbents.
34. A.P. State Irrigation Development Corporation:

For finalisation of Rate contract with S.S.I. units for pump sets
   
35. Legislature:

To furnish reply to LAQ s in Assembly, to attend  Assembly budget sessions.
   
36. Commissioner Tribal Welfare
