THE OPERITIONAL JURISDICTION OF EACH FUNCTIONARY
 
Areas Where he can take decisions
Areas where he has to approach higher Officer
I CHIEF ENGINEER
1. Administrative matters
a. Appointment to the cadre of AEEs, AEs &DM Gr-I (G.O. Ms. No. 38, dt. 14.3.85 of DM Gr-I (G.O. Ms. No. 38, dt. 14.3.85 of ofSW (VI) Department & G.O. Ms. No. 67,dt. 12.4.94 of Social Welfare (V) Dept.) Government to be approached for higher levels
b. According promotions up to the category of AEs & DM Gr.-I in technical categories inthe entire department & upto Superintendentsin the ministerial categories in his office. Government to be approached for higher levels
c. To initiate disciplinary action up to level of Deputy Executive Engineers Government to be approached for higher levels
d. To accord punishment up to the level of AEEs/AEs. Government to be approached for higher levels
e. Postings and transfers of DEEs & AEE's any where in the respective Zones in the state Government to be approached for higher levels
f. Exercising the financial powers delegated by Govt. in G.O. Ms. No. 148, Dt. 21.10.2000 of Fin.& Planning of (FW. ADMN. 1. TFR) Dept. Government to be approached for higher levels
g. Shifting the head quarters up to the level ofDeputy Executive Engineers. Government to be approached for higher levels
h. Sanction of Earned Leave up to the level of Executive Engineers Government to be approached for higher levels
i. Sanction of increments up to Superintending Engineers level Government to be approached for higher levels
j. Confidential Reports

a) Counter signing confidential reports in respectof Executive Engineers.
b)Initiating confidential reports of Superintending Engineers
c) Communicating adverse remarks, if any.
k. Sanctioning pension of all Non-Gazetted Officers including class IV employees of his office andGazetted Officers in the Department (G.O. Ms.No. 262, dt 23.11.98 of Finance & Planning (FW.PSC) Department.) Pension proposals of Chief Engineer have to go through Govt.
I. Preparation of budget for establishment and for all schemes and distribution to circles and divisions

2. Technical Matters
a. Can accord technical sanction of workscosting above Rs. 50.00 lakhs and up to the limit of administrative approval
b. Registration of Class-I contractors Board of Chief Engineers for special class
c. Invite tenders which are in technical competency.

d.Can accord technical sanctions of electricalestimates of buildings above Rs. 1.00 lakhs

e. Acceptance of tenders up to 15% excess over estimate rates for' the works costing up to upto Rs. 100.00 lakhs Commissioner of Tenders (COT) upto 15% aboveestimate rates of works costing over Rs. 100.00Lakhs.
f. Can take all technical decisions in the implementation of various programmes

g. To prepare plan of action to be included in
-
5 year plan and annual plan in respect of all programmes being executed by the department.
II..DEPUTY CHIEF ENGINEER
1. Counter singning of Confidential Reports up to thelevel of Deputy Executive Engineer. (Govt MemoNo. 22596Ni/97-i Dt 31-I2~97 of Social Welfare(Vl) Dept.)

2. Sanction of increments ,.~p to th~ level of Deputy Executive Engineers working in the O/o Chief Engineer (TW).(Govt Memo No. 22596/V1/97-1 Dt. 31-12-97 of Social Welfare(VI) Dept.).

3.    Sanction of all kinds of leave up to the level ofDeputy Executive Engineers up to Three (3)months in Oio Chief Engineer (TW). (Govt MemoNo. 22596N!/97-1 Dt. 31-12-97 of Social Welfare(Vl) Dept.).

4. Passing of purchase of stationery, furniture,telephone & fuel bills on behalf of Chief Engineer(-I-W) upto Rs. 10,000/-in 0io Chief Engineer(TW) (Govt Memo No. 22596/VI/97-1Dt. 31-12-97 of Social We,are ,.VI) Dept.). Approaching the ChiefEngineer(TW) for higherlevels.
III SUPERINTENDING ENGINEER
1.    Administrative matters 
a. Appointment to the cadre of DM Gr-II & Ill,Tracers & BPO's and up to Superintendentwithin his circle. To approach SuperiorOfficers for higher levels.
b. According promotions up to Superintendent inministerial and up to D'man Gr. I! under technicalcategories in his circle To approach SuperiorOfficers for higher levels.
c. To post and trasfer Dy. E.Es, AEEs/AEs within the respective Zones in his circle. To approach SuperiorOfficers for higher levels.
d. To initiate action and accord punishment uptothe level of Superintendent and up to D.ManGrade II and minor Punishment up to sectionOfficers in his circle. To approach SuperiorOfficers for higher levels.
e. Exercising the financial powers delegated by Govt. in Go O. Ms No. 148, Dt. 21-10-2000 Fin & planning of (FW: ADMN. 1 .TFR) Dept. To approach SuperiorOfficers for higher levels.
f. Sanction of earned leave to the DEEs upto3 months and AEEs/AEs up to 6 months(G.O.Ms. No: 38) To approach SuperiorOfficers for higher levels.
g. Sanction of increments up to E.Es level To approach SuperiorOfficers for higher levels.
h. Confidential Reports

1.Counter singning up to DEE cadre.

2. Initiating CRs of EEs.
i. Pension

1. Sanctioning Pension of all Non-Gazetted Officer including class-IV employees in his office.

2.Forwarding the pension proposals of allGazetted officers under his jurisdiction to Chief Engineer (TW).

j. Preparation of number statements for finalisation of budget proposals at head of the Department.

2.    Technical Matters
a. Can accord technical sanction of works costing up to Rs. 50.00 lakhs Chief Engineer to be approached for higher amounts.
b. Invite tenders which are in the technical competency Chief Engineer to be approached for higher amounts.
C. Acceptance of tenders up to 15% excess over estimate rates for the works costing up to Rs.50: lakhs Chief Engineer for works costing upto Rs. 100 Lakhs up to 15% excess and Commissioner of tenders up to15% over and above the estimate rates forworks costing over Rs. 100lakhs
d.Can take all technical decisions in the implementation of various programmes costing up toRs.50.00 lakhs and technically sanctioned by him. for work costing morethan Rs.50.00 Lakhs ChiefEngineer
e. Registration of contractors - Class - II Board of Chief Engineer'sfor Spl. Class and C.E. for class-I
f. Approval of quarry charts and RMRs

IV. EXECUTIVE ENGINEER
1. Administrative matters
a. To post and transfer AEEs/AEs within his division  To approach superior officer for all higher levels
b. To initiate disciplinary action up to the level of AEE/AEs & up to the level of superintendents, To approach superior officer for all higher levels
c. Exercising the financial powers delegated byGovt. in G.O. Ms. No. 148, Dt. 21-10-2000 ofFin & Planning of (FW. ADMN. 1. TFR) Dept. To approach superior officer for all higher levels
d. Sanction of earned leave to the AEs/AEEs up to3 months and to any extent to lower staff and his office staff. To approach superior officer for all higher levels
e. Sanction of increments up to DEEs level &his office staff, To approach superior officer for all higher levels
f.Confidential reports (CRs) :

1 ) Countersigning CRs of AEEs/AEs & below and his office staff.
2) Initiating CRs of DEEs
g. Pension:

1) Sanctioning Pension of all Non-Gazetted Officers including class- IV employees in his office,

2)    Forwarding the pension proposals of all  Gazetted Officersunder his jurisdiction to Chief Engineer (TW) through the SE concerned.
h. Preparation of number statements for finalisation of budget proposals at head of the Department level.

Can accord technical Sanction of works  costing up toRs. 10.00 Lakhs To approach Superior Officer for all higher amounts.
a. Invite tenders which are in his technical competency. To approach Superior Officer for all higher amounts.
b. Acceptance of tenders upto 15% excess over estimate rates for the works costing up toRs. 10.00 lakhs To approach Superior Officer for all higher amounts.
c. Can take all technical decisions in the implementation of various programmes costing up toRs. 10.00 iakhs, technically sanctioned by him To approach Superior Officer for all higher amounts.
d. To effect payment for all work bills

e. Registration of Class-Ill contractors. Board of Chief Engineers for Spl.Class, CE for Class -i and SE for Class - II
V. DEPUTY EXECUTIVE ENGINEER
1.Administrative Matters
a. To initiate Confidential Reports of AEEs/AEs

b. To conduct detailed investigation for the estimates of any cost.
-
c. To prepare and submit detailed estimates with designs and drawings for the works of any cost.
-
d. To check measure all the works irrespective of the cost in token of accepting the    work bothqualitatively and quantitatively.

e. To propose to effect recoveries if any from the work bills of contractor, all the materials supplied by thedepartment machinery hired from the department and any ,other dues at the time of payment.

f. To recommend the work bills of contractors after scrutiny for the payment for all works irrespective of estimate cost

g. To verify the Muster Rol!s and ensure correctness for the works executed departmentally.

v l .SECTION OFFICER A.E.E/A.E

a. To conduct detailed investigation estimates of any cost.

b. To prepare and submit detailed estimates with designs and drawings for the 'works of any cost
-
c. To Record Measurements for irrespective of the cost in token of accepting the work both qualitatively and quantitatively
-
d. Preparation of Muster Rolls and their correctness
-
e. Disbursement of wages to the labour engaged onNominal Muster Rolls for any amount of estimate cost

f. Preparation of quarry charts and RMR's

g. Preparation of Materials at site account
-
h. lncharge of stores and responsible for correctness of accounts of stores
-
I, To propose recoveries from the work bills ofcontractor for all the materials supplied by thedepartment machinery hired from the departmentand any other dues at the time  of payment

j. To prepare the work bills of contractors irrespective of estimate cost

k. Maintain the tools and plants and ensure their running profitably.
