Powers and duties of its officers and employees :
 

CHIEF ENGINEER (CE/HOD)

 
Chief Engineer is the Administrative and Technical head of the Tribal Welfare Engineering Department and professional advisor to Government in all matters relating to the Tribal Welfare Engineering Department. He co-ordinates with the Commissioner, Tribal Welfare, at state level, in planning, execution and monitoring of Engineering work.
 
The Chief Engineer prepares annual budgetary plan of establishment under his control. Obtains Government approval and incur expenditure accordingly.
 
He shall exercise control over functioning of subordinate offices and monitors the progress of developmental works in Tribal areas in the state .
 
He shall review and monitor the progress of works and undertake field inspection of works and conducts periodical review meetings with his sub-ordinates and apprise the Government.
 
The Chief Engineer submit proposals to the Government with regards to the transfers and postings of Superintending Engineers and Executive Engineers.
 
The Chief Engineer will conduct annual inspection of circle offices under his control.
 
SUPERINTENDING ENGINEERS (SE/CO):
 
The administrative unit to Tribal Welfare Engineering Department at the regional level is the Circle and each Circle is headed by the Superintending Engineer (SW). There are two full-fledged Circles in T.W.E.D. in addition to one Superintending Engineer (Ex.Officio). The Superintending Engineer reports to the Chief Engineer on all Administrative and Technical matters.
 
He exercises control over sub-ordinate offices in regard to execution and monitoring of developmental works in Tribal areas under his jurisdiction
 
It is the duty of the Superintending Engineer to inspect the important works in his circle, to satisfy himself that the system of management in execution of works is efficient, economical and that the regulations on quality and quantity of works, stock and accounts are strictly observed.
 
He should review and monitor the progress of works by undertaking field inspections of important works, conducting periodical review meetings with his sub-ordinates and appraising the superiors.
 
He should maintain all necessary records and registers prescribed and conduct annual. Inspection of division offices.
 
He should keep a confidential record of performance of the contractors executing the works in the division and takes suitable steps while entrusting the works.
 
He is responsible for scrutinizing the estimates received from sub-ordinate offices and accord technical sanction to the estimates within his powers and submits to the higher office for obtaining technical sanction to the estimates beyond his powers.
 
EXECUTIVE ENGINEER (EE/DO):
 
He is responsible for proper execution and management of all works within his division and answerable to the Superintending Engineer. He reports to the Superintending Engineer / Project Officer of ITDA/District Collector as the case may be on administrative matters and also for financial sanction of the works. He is responsible for execution of works under various schemes of Government and maintenance of accounts according to the standing instructions of the department. The Executive Engineer will submit his accounts regularly to the audit office under the rules in force and will exercise control over his Divisional Accounts Officer(works).
 
He exercises control over sub-ordinate offices and responsible for execution and monitoring of developmental works in Tribal area under his jurisdiction.
 
He is responsible to undertake proper measures to execute infrastructural development works in Tribal Sub-Plan (TSP) area of I.T.D.A & Non-I.T.D.A. in his division.
 
He is prohibited from allowing any sub-ordinate officer to start / ground any work without obtaining proper administrative and technical sanction from the competent authority.
 
It is the duty of the Executive Engineer to see that the accounts of a work are closed and completion report is prepared & approved by the competent authority immediately after the completion of the work.
 
He is the primary disbursing officer of the Division and is thus responsible not only for the financial regularities and the transactions but also for the proper maintenance of accounts as per rules.
 
The Executive Engineer is responsible for the correctness of the original records of cash and stores, receipts, and expenditure and submission of complete vouchers in proper way to the audit agencies concerned. He should prepare monthly accounts regularly and maintain as per rules and produce to the audit party whenever they visit the division for audit.
 
He should see that the accounts of the division do not fall into arrears and he should maintain all the prescribed registers on the accounts side. If any complication arises, on the advice of the D.A.O. (W) he should seek the assistance and advice of the A.G./ Financial Advisor. He has a right to seek the advise of respective authorities in all matters connected with the Divisional accounts and in the application of financial / accounts rules.
 
The Executive Engineer is responsible for executing each item of the work as per AP detailed standard specifications.He should adhere to the terms and conditions of the agreements concluded with the executive agencies in execution of works.
 
He is primarily responsible for reporting to higher authority without delay, supported if necessary by a work slip, the probability of any excess over estimates, all important liabilities not brought on to the accounts and prompt revision of the estimates where ever necessary.
 
He is responsible to see that machinery, surveying, mathematical and scientific instructions of the division are properly maintained and should report their condition to the Superintending Engineer periodically.
 
He is responsible for all the stores required in his division and he should conduct annual physical verification of store as on 31 st of March, every year.
 
The Executive Engineer is responsible for the Engineering features of the design of the works and the rates adopted in the respective estimates proposed and approved by him.
 
He is fully responsible for observing standards of financial proprietor and for the adjustment of advances given to his subordinates / others.
 
The Executive Engineer will have control over petty establishments working in his division and the work charged establishment engaged on the work.
 
The Executive Engineer should inspect all work spots or sites before technical sanction is accorded for the detailed estimates.
 
The Executive Engineer is primarily responsible for watching the progress of expenditure of all the works against appropriation and is required to take necessary steps for obtaining grants by way of re-appropriation or surrendering probable savings.
 
He should maintain all relevant records and registers prescribed to the division.
 
He should keep a confidential record containing the performance of the contractors executing the works in the division and he refers the record to the authorities concerned before awarding works to them for execution.
 
He is responsible for scrutinizing the estimates received from subordinate offices and accord technical sanction to the estimates under his powers or submits to the higher office for obtaining technical sanction to the estimates beyond his powers as per codal provisions.
 
He should conduct annual inspection of sub-division offices regularly and should check measure 48 works and super check 48 works in a financial year. It shall be the responsibility of Executive Engineer to continuously assess the requirement of work charged staff and see that the expenditure does not exceed the annual accrual of Petty Supervision Charges provided in the estimate.
 
DEPUTY EXECUTIVE ENGINEER (DEE/SDO)
 
He exercise control over Sub-Divisional staff, materials and execution of all works in his jurisdiction.
 
He takes care of the Government properties under his control and see that suitable and remedial action are taken for proper up keeping of them regularly and also arrange for proper protection, in case of natural calamities etc.
 
He is responsible for spending grants in time properly.
 
He supervises the execution of works taken up by the department for execution through voluntary Agencies/Contractors/ Mahila Mandals/Village Development Committee (VDC's)/VDTAs etc., in accordance with the Sanctioned estimates, Agreements concluded ( in case of works executed through agencies) as per Andhra Pradesh Detailed Standard Specification ( APDSS), Andhra Pradesh Public Works Department code, ( APPWDC) and other instructions of the superiors under his jurisdiction & by his subordinates and timely check measure the works recorded by the AEE/AE working under him.
 
He will scrutinize the estimates received form sub-ordinates and accord technical sanction to the estimates under his powers and submit to the higher office the estimates beyond his powers for obtaining technical sanction. He will scrutinize the work bills for the works completed or partly completed and arrange payment or submit to the higher office for arranging payment. He will arrange the payment of salaries to all the staff working under him on the 1 st of succeeding month.
 
He should close all the maintenance estimates before 31 st March every year and special repairs estimates before closure of validity period.
 
He should appraise the progress in execution of works to the superiors periodically through progress reports and in the meetings held by them and also report to the superiors the problems faced in execution of works, if any, for taking remedial measures or actions according to the codal rules and instructions of superiors.
 
He should dispose references at the earliest and should tour briskly and purposefully and also inspect the works frequently.
 
He is responsible for timely adjustment of advances taken for the efficient functioning of all the machinery under his control. He is responsible for keep of works / Accounts records and for producing at the time of audit and for preparing and submitting replies to the audit paras.
 
He will maintain the prescribed registers in the sub-division both in technical and accounts wing and send the prescribed returns to the superiors.
 
He should keep himself abreast of the latest development in his field, duly reading the journals, periodicals, etc. He will discharge all official functions entrusted to him by the superior officers. He should conduct half-yearly physical verification of stores and conduct annual inspection of section offices under him.
 
When posted as PA or TA to Chief Engineer or Superintending Engineer, in the office, he will look after the work of section allotted to him and he is responsible to the CE or SE respectively in carrying out his duties such as advice and correspondence on technical matters, scrutiny of estimates and putting up for technical approval/ sanction for onward submission to higher office ( in case of SEs office) for obtaining the same, scrutiny of bills, preparation of designs, preparation of notes & reports for the meetings, preparation of progress reports, looking after the maintenance of vehicles, looking after the maintenance and operation of computers, drawing & disbursing of pay bills & allowances to the office staff, etc.
 
ASSISTANT EXECUTIVE ENGINEERS / ASSISTANT ENGINEER (AEE/AE/SO)
 
A sub-division is divided into sections at field level and section is headed by an Assistant Executive Engineer/Assistant Engineer and he is the first level functionary and executive sub-ordinate head to the sub-division i.e. Deputy Executive Engineer. He is responsible for management of work charged establishment, materials at stores/ site and execution of development works in Tribal areas. His role is pivotal to the department he is the officer at the cutting edge level.
 
 
He will supervise the execution of works entrusted to department of agencies/ contractors / Mahila Mandals/ Village Development Committees (VDC's)/VTDAs, etc., by superiors in accordance with the sanctioned estimates, Agreements concluded ( in case of works executed through agencies) as per Andhra Pradesh Detailed Standard Specifications ( APDSS), Andhra Pradesh Public Works Department code ( APPWDC) under his jurisdiction and timely record measurements in the M.Books of the works executed and submit to higher office for check measurement.
 
He is the custodian of the Government properties under his jurisdiction and take suitable remedial actions for their proper upkeep regularly and make arrangements for protecting them incase of natural calamities.
 
He will prepare the estimate after sanction of works and submit to higher office for obtaining technical sanction. He will prepare the work bills for the works completed or executed up to an acceptable level and submit to higher office for arranging payment. He will maintain the muster rolls of work charged establishment and submit the dame to higher office on 1 st of every month for arranging payment.
 
He should appraise the progress in execution of works to the superiors periodically through progress reports and in the meetings held by them. He should appraise or report to them the problem faced, deviations observed in execution of works, remedial measures to be undertaken according to the codal rules & instructions of superiors and take up the same as per instructions of the superiors.
 
He will maintain the prescribed registers in the section relating to works, accounts stores, materials, at site, machinery and T&P etc.
 
He should keep himself abreast of the latest developments in engineering fields by reading journals and periodicals. He will discharge any other official functions entrusted to him by the superior officers.
 
When posted in the office posts, he will look after the section allotted to him and report to his DEE in carrying out his duties, such as correspondence on technical matters, scrutiny of estimates & putting up for technical approval/sanction for on ward submitting them to higher office ( in case of DEEs EEs and SEs Office) for obtaining the same, scrutiny of bills, preparation of designs, preparation of notes & reports for the meetings, preparation of progress reports, looking after the maintenance of machinery and T&P, looking after the maintenance and operation of computers, etc.
 
OFFICE ESTABLISHMENTS:
 
DEPUTY CHIEF ENGINEER:
 
The post of the Deputy Chief Engineer is of the rank of Superintending Engineer, which is created in the office of the Chief Engineer to assist the Chief Engineer in discharging his official functions. He will be in over all control of office administration and is responsible for correctness of all transactions taken place in all wings of Chief Engineer's office and is responsible for maintenance of all required registers in all the wings. He should watch the release, adjustment and utilisation Certificates and clearing the audit paras and conduct of timely annual inspections. He can call for and submit estimates and tenders. He is responsible for maintaining office discipline and checking of personal Registers (PRs) of all the office staff and maintain good working environment. He will represent Chief Engineer in all meetings when Chief Engineer is not in head quarters.
 
PA & TAs TO CHIEF ENGINEER:
 
They work under the direct control of Dy.Chief Engineer and report him in the matters relating to the sections entrusted to them.
 
PA & TAs TO SUPERINTENDING ENGINEER:
 
They work under the direct control of Superintending Engineer and report to him in the matters relating to the sections entrusted to them.
 
DIVISIONAL ACCOUNTS OFFICER WORKS AND OTHR BRANCHES:
 
Division office mainly consists of three sections 1) Accounts Section 2) Correspondence Section and (3) Drawing Section.
 
The Accounts Section consists of a Divisional Accounts Officer (works) assisted by a certain number of Account Assistants. The Divisional Accounts Officer is an employee of the Finance Department of the State Government and is posted to the Division for handling accounts, Check and control on financial matters and audit the work/ firm bills. Accounts Officer will compile and maintain Accounts of the Division and submit the monthly vouchers, expenditure etc., Divisional Accounts Officer also works as a financial Advisor to the Executive Engineer, in matters of accounts, budget estimates financial matters etc. Divisional Accounts Officer is responsible to the Executive Engineer and being the representative of the State Finance Department, he is also responsible to some extent to the Finance Department.
 
The Correspondence Section is headed by a Superintendent assisted by certain number of Clerical Assistants. All correspondence is done by the correspondence Section and maintain all records by this Section.
 
The drawing section is headed by a Head Draughtsman assisted by few Draftmen and other auxiliary work Assistants (Viz) Tracer, Blue Print Operator etc. The Drawing branch deals with all estimates, tenders, schedule of rates etc. All necessary drawings are prepared in this section
 
The engineering/technical personnel discharge their duties in the light of relevant instructions contained in the Andhra Pradesh Public Works Department Code (APPWD code) and Andhra Pradesh Public Works Accounts code (APPWA Code) and also Andhra Pradesh Detailed Standard Specifications (APDSS) where ever departmental rules were not available, they follow the procedures adopted in the Sister Engineering Departments.
 
The functions of the ministerial staff are governed by the departmental Rules, instructions of superiors from time to time and District Office Manual.

WORK INSPECTORS:
 
Work Inspectors work under the control of AEE/AE. He takes instructions of the AEE/AE and work as per the directions of AEE/AE with regards to execution of work and maintenance of file/records. He remains at the work spot during the course of execution and watches that the works are executed according to the given specifications, approved plans and estimates and also as per the guidelines issued by the superiors.
 
He should also attend to the office work as per necessity and direction of AEE/AE. He should discharge other official work entrusted to him by the Department
