I am to enclose herewith a copy of letter cited and request you to give vide publicity, so that interested NGO's will come forward to implement the scheme of Vocational Training Centres, so that we can generate employment and self employment in Tribal area and the funds provided in this scheme will also be utilized properly by the State Government.
I further request you to submit the action taken report in this regard to Government so as to inform the same to GOI. |

Dear Smt. M. Chaya Ratan,
As you are aware, this Ministry has been implementing the scheme of Vocational Training Centres (VTCs) since 1998-99 through NGOs as well with a endeavour to generate heavy employment/self employment in tribal areas. However, in this regard it maybe mentioned that less number of proposals are being received under this scheme from the State/UT Governments, which has led to surrender of funds during past few years. It is not a desirable scenario, as the funds are meant for the purposeful utilization for socio-economic development of tribals.
It is, therefore, requested to publicise this scheme among NGOs to the maximum extent so that sufficient number of proposals from NGOs are received. While recommending such proposals of NGOs through State Committee, the potential of the proposed trades for the VTCs may also be evaluated in terms of employment opportunities available in the region/State. The proposal for innovative trades which suit the requirements of present liberalized economy/globalization shall be a welcome step. It may also be emphasized that VTCs should have sufficient gender representation and the details of boys and girls beneficiaries and the respective financial allocations are given separately in the project proposals.
Further, it has also become important to review the impact of the Scheme in tribal areas. Therefore, while recommending the proposals of NGOs for VTCs, it is ensured that NGOs give a gender-wise statement of details including names, addresses, field of employment, address of organisation, etc... of already trained and employed persons, if any along with the percentage of success, since the inception of the project. Your active cooperation in this regard will help in strengthening the tribal economy. |
