In the first Instance State wise allocation under these schemes have been made in proportion of the ST population of respective States to make basis of allocations of funds objective and transparent and to avoid skewed allocation in favor of NGOs located in some States only. |

| II. |
All the EVAs have been informed that due to reduced budget allocation it would be difficult to maintain the same level of funding as in the earlier years and requested to undertake an in-depth analysis of their projects and identify only such projects which cover services found deficient in extremely under served areas and accordingly prioritise their projects. Similarly all the 239 Non EVAs whose projects were continued during 2004 - 05 have also been advised not to continue the projects sanctioned to their organizations in the earlier years in anticipation of getting the grant from the Ministry in the current year and there after as grant in aid is an annual exercise depending on the number of factors, including performance of the area NGOs, necessity of continuing the activities found to be deficient in the area of operation, the proportionate allocation of available funds within States, etc. The copy of the letter No. 22040/43/04 - NGO (misc.) dt. is enclosed as Annxure - IV. |

| IV. |
Cases of arrear grants of only those NGOs have been added in the statement in annexure - I where inspection reports along with recommendations have been received from the States and their cases accordingly processed in the Ministry prior to 31.3.05. Since arrear grants of the year 2003 -04 and earlier years to all other NGOs have become time barred, there is no need to consider their cases of arrear grants and hence State Governments need not sent inspection reports at this stage. |

| V. |
The activities of the NGOs should not be spread in all the areas and kind of services in a routine manner just on the basis of what NGOs have suo-moto proposed. The facilities/ services proposed by a NGO should not be encouraged if the tribal areas have that service already in place. In order to avoid spreading resources too thin in a disjointed manner the State Government should first identify the geographical pockets in far flung under served tribal areas along with services in which such areas are deficient such as education, health, drinking water, etc., The list of under served Tribal areas along with the services found to be deficient in these areas may be communicated to the Ministry also. |

| VI. |
The State Government should encourage NGOs to locate / undertake projects in such identified service deficient tribal areas generally having lower HDI and poor infrastructure to focus resources in most vulnerable and under served areas. The project proposals having their activities in such deficient tribal areas should alone be recommended and duly prioritized to accommodate within the funds allocated to the State. |

| VII. |
The Ministry has in the earlier years from time to time declared certain NGOs as Established Voluntary Agencies (EVAs) on the basis of their creditability, proven track record and long association with the cause of Tribal Welfare. It is, therefore necessary that in the first step, the ongoing projects of EVAs be examined and considered for continuation during 2005 - 06. In respect of EVAs the Ministry was earlier obtaining inspection reports from State Governments once in three years. It may, therefore, ensured that projects of EVAs are given due consideration and priority unless the State Government on the basis of feedback and inspections think on otherwise. In case of EVAs where inspection reports by the States are up to date and grants have accordingly been released up to 2004 - 05, then expected expenditure during 2005 - 06 have been added in the statement at Annexure - I . The State Government may, however take the final view on the basis of feedback and inspection reports. |

| VIII. |
In the second step, the ongoing projects run by non EVAs (other NGOs) approved for continuation by the PSC during 2004 - 05 be critically examined. After critical scrutiny the most essential ones only be recommended in order of priority for continuation during 2005 -2006 within entitlement of the State. |

| IX. |
If any amount is left after meeting requirement of grants of EVAs for 2005 - 2006 the arrear grants of 2004 -2005 of other than EVAs, requirement of ongoing projects as in Annexure - I, the State Government may identify such number of new projects for the balance amount out of the list of new projects at Annexure - II. |

| X. |
No NGO (other than (EVAs) should normally be permitted to undertake more than one project in one State. |

| XI. |
The Ministry has been following fixed norms for different projects. The guidelines, copy of which is enclosed as Annexure -V. Quantom of financial support for continuation of Projects recommended for continuation, whether of EVAs or non-EVAs, should be determined as per the approved norms at Annexure - V . |

| XII. |
The Ministry has also standardized formats for inspection by District Collectors and field functionaries copies of which are enclosed as Annexure - VI . The Projects of all NGOs as in Annexure I may be got inspected through field functionaries in these Inspection formats and only those projects be recommended in order of priority which in areas in the under served tribal areas deficient in identified services. |

| XIII. |
In the above context, it has also been decided that the "State Committee for Supporting Voluntary Efforts" would get all the projects examined through field functionaries and determine their necessity in the thurst sectors identified by each State for NGOs intervention and all the cases at one go within 45 days of receipt of this letter in prioritized manner along - with Inspection Reports duly appointment funds allocated to the State amongst various NGOs. It may kindly be ensured that all proposals are examined and recommended at a time in prioritized manner so as to avoid forwarding of proposals by the State in peacemeal manner, which unnecessarily becomes an ongoing exercise throughtout the year. The Ministry would thereafter process State - wise releases accordingly. |

| XIV. |
The State Committee would be authorized to receive new proposal on behalf of the Ministry and then scrutinize and recommend them within overall allocation of the State during the year. The new suo-moto proposals received in the Ministry would also be forwarded to the State Committee for examination and scrutiny keeping the felt need of the people in service deficient tribal areas in view. |

| XV. |
As a general rule all loans received and paid by the NGOs, if any, salaries to all staff employed by them and transactions above ten thousand rupees would necessarily be through accounts payee cheques or Demand Drafts failing which the same would not be admissible. |

| XVI. |
In order to implement this decentralized procedure in a more transparent manner and to involve State more meaningfully, it has been decided to constitute a "State Committee for Supporting Voluntary Effort" at the State level to be chaired by the Principal Secretary/Secretary of the state looking after Tribal Welfare with following suggested composition:- |

You are requested to kindly constitute the "State Committee for Supporting Voluntary Efforts" and get the ongoing as well as new proposals as in Annexure I & II critically examined in accordance with broad guidelines indicated above and as per norms enclosed as Annexure V and thereafter recommend only the most essential projects in service deficient areas within the entitlement of the State by 15.7.05 or so for further processing releases to the NGOs at the level of the Ministry for the year 2005-06. If the State Committee so feels, an officer of the Ministry may be deputed to facilitate proceedings of the Committee, especially in the initial meetings. |
