| EVALUATION OF
MINOR IRRIGATION SCHEMES IN ADILABAD DISTRICT-2001 |

Introduction:
The increasing tribal population and the limited agricultural land, which are responsible for the imbalance in the demand and supply of food crops, call for alternatives to increase food production. Irrigation is the pre-requisite for the adoption of new technology in agriculture and for the rapid growth of agricultural production.
Realizing the importance of M.I. works in tribal areas, the Government of Andhra Pradesh have taken up M.I. Schemes like construction of check dams, M.I. tanks, Individual wells, Bore wells, L.I Schemes etc. A Master Plan for the development of minor irrigation in Tribal Sub Plan areas of A.P. was prepared by Tribal Welfare Department, Government of A.P. during the year 1990 in consultation with the Project Officers and Executive Engineers of Special Minor Irrigation Divisions of eight I.T.D.A areas and the same is being implemented in the Sub Plan areas depending on the budget available for each year. A study was conducted in the Tribal areas of ITDA, Utnoor, Adilabad district in the year 2001 to evaluate the minor irrigation schemes. |

To find out the impact of Minor irrigation programmes on the cropping pattern, extent of increase in production and improvement in the quality of their life. |

To know whether people's participation is ensured in every stage of planning, execution, implementation, maintenance and management of works. |

To know the modus operandi in the management of M.I. schemes. |
| » |
To identify the gaps if any between Tribal Ayacutdars and concerned officials in the implementation of M.I. works. |

To ascertain problems faced by the tribals in the implementation and maintenance of Irrigation works. |

| Findings and Recommendations: |

Almost all the lift Irrigation schemes have become defunct due to non-payment of electrical charges. The beneficiaries should be properly guided for regular payment of electrical charges. |

Only a limited number of wells were energized and provided with electric motors. It is essential to ensure that all the C.I. wells are provided with electric motors. |

In many villages, the beneficiaries are not adept to latest techniques in cropping systems. Therefore, they must be properly trained in scheduling, water management, operations, maintenance of accounts etc. |

Though the Village Development Committees/Ayacutdars are empowered to construct the M.I. works as per the G.O.Ms.No.30 (V2) S.W. Department, Dated 17-2-94, only 14% of the works were executed by the VDCs/Ayacutdars. Hence, all the works should be entrusted to the ayacutdars to ensure quality and to inculcate a feeling of their own. |

Most of the check dams have become defunct due to silt deposits and the beneficiaries have resorted to age-old rain fed cropping patterns. Hence, there should be a provision of maintenance grant for taking up repairs/desilting works. |

There is heavy seepage of water from the tanks and hence suitable precautions should be taken to avoid seepage. |

The ayacutdars felt that gauge post is necessary for recording the depth of the water in the tank so as to properly manage the tank water for their needs and also for in optimum utilization of water for second crop wherever feasible. Hence action should be taken to fix the gauge post. |

Since the land in the agency area is undulating with hilly terrains, land development works should be taken up with people's participation where ever irrigation structures were constructed. |

There is no proper monitoring mechanism exclusively to monitor the irrigation structures. It is essential to establish a computerized monitoring unit at ITDA level for the purpose. |
