RECOMMENDATlONS
 
Thorough investigation into the status of working of various interventions of program implementation along with a series of discussions with implementing agencies, local knowledgeable persons and target groups witl provide a platform for working out the following model to ensure that the intended bet1efits of the program are ferried to the reach of the target groups.
 
1.IDENTIFICATION OF VIABLE ACTIVITIES AND ACCURATE BENEFICIARIES:
 
Selection of schemes and beneficiaries should not be done in a buried manner in order to fulfill the targets. It should involve an array of activities as given below.
 
Identification of need based schemes mandal-wise cluster- wise/tribe-wise taking into consideration the capabilities of beneticiaries and availability of required resources and infrastructure. This can be done by organizing mini workshops at mandaI level with participation of DWACRA group leaders, V TDA Presidents / Secretaries, local N.G.O representatives, gross root level functionaries like Sarpanches. Village Secretaries, V.D.Os etc..
 
M.P.D.O and other offjcial/unofficial knowledgeable persons. It should be followed by PRA to identify the resources and felt needs.
 
After enlisting the selected schemes and potential areas. the beneficiaries should he identified in Grama sabhas as per the procedure laid down in the guildelines. It is appropriate to constitute multidisciplinary teams at mandal level hv drawing local functionaries from various departments to organize Grama sabhas in selected villages simultaneously and thereby to ensure completion of identification process within a stipulated time frame.
 
Habitation should be the unit fix conducting Grama sabha instead of the main Gram Panchayat village.
 
There should he prior intimation to the villagers through Tom - Tom preceding conducting of Grama Sahha to ensure presence of all the prospective beneficiaries.
 
The scheme wise selected beneficiaries to be short listed for preparation of habitation plans.
 
2. ORIENTATION ON SCHEME CONTENTS:
 
Prior to grounding of the scheme. they must be made aware of various comoonents of the scheme like disbursement. repavment procedure. Rate of interest period of repayment number of installments, amount to be repaid. insurance claims / renewals etc., through various means ofpublicity.
 
The modalities of various schemes have to be spelt out in the Grama sabha to enable them not to be exploited by others
 
Pamphlets disclosing all the scheme details have to "e kept with the village secretary, local teachers, DWACRA group leaders and other knowledgeable persons.
 
Training programme should be organized at Mandal Headquarters to all the beneficiaries by involving subject matter specialists and bankers regarding procedural aspects and management of scheme.
 
In PTG areas. the beneficiaries should he specially educated about the modalities of PTG and non PTG schemes.
 
3. DISBURSEMENT:
 
»
Every thing should he disbursed in kind as per the choice of the beneficiary after conducting feasibility survey.
» Disbursement have to be based on actual requirement of the scheme.
»

Disbursement details have to be recorded in beneficiary passbooks.

» Disbursement may be done in the presence of concerned Sectoral Officer
»

Benami transactions have to be controlled through regular inspections.

» Communication of sanction proceedings to concemed beneficiaries and Gram Sabha in Telugu.
» To liberalize the bank procedures to implement/grounding the scheme units within a stipulated time frame
»
Bankers should he persuaded not to insist the beneficiaries for payment of initial deposit equivalent to bank component prior to grounding of the scheme.
» The bankers should release the hank component to enable the beneficiary to receive the total unit cost for operating the scheme
» To dispense with Animal Husbandry schemes
» To discourage loaning on the existing activities
 

4. REPAYMENT OF MARGIN M0NEY / TERM LOAN:

 
The field level functionaries should be made responsible to ensure recovery of Margin Money /Term Loan. At village level. active S.H.G members, VDO/Village Secretaries should be involved in recovery aspects on incentive oasis with 2% commission on the total recoveries made by them.

The loan outstanding and interest to be repaid should be communicated quarterly to activate the beneficiaries towards repayment and a copy has to be kept with the persons kept in-charge for recoveries.

5. MO NITORING AND FOLLOW UP:
 
Monitoring should be done at gross root level. For this purpose. the personnel have to be Identified and placed at Mandal Head Quarters under the control of MPDO/ATWO to ensure regular recoveries and follow up.

These mandal level functionaries will be trained by the Officers of TCR & TI at district head quarters with regard to modalities of monitoring.

They have to submit periodical reports regarding status of recoveries and functioning of units in a prescribed format designed for this purpose.

These periodical reports will be consolidated at District ITDA level for submission to General Manager, TRICOR, Hyderabad.

Separate monitoring units should be established at ITDA/District levd and they should be linked to State Monitoring Unit which will be under the control of General Manager, TRICOR.

Flying squads have to be constituted with officers of Tribal Welfare Commissionerate and TCR & TI to inspect the schemes now and then and initiate necessary action in their respective areas.

Periodical review of monitoring units to ascertain the status of functioning of grounded schemes.

Beneficiary cards have to be issued to the beneficiaries duly furnishing all the details of the schemes and a copy of the same should be made available with the Village Secretary.

Village wise and scheme wise listt of beneficiaries has to be maintained at ITDA ,I District level to avoid coverage of same beneficiary under various scheme.
 
N.S.T.F.D.C Programme
 
If implemented in true spirit the NSTFDC program will definitely improve the living standards of the beneficiaries and gradually place them in middle or higher income groups. The following measures are more appropriate for effective implementation of the program.

While sanctioning transport vehicles the beneficiary choice and local demand have to be critically examined.

It is essential to examine the feasibility of grounding the units according to local conditi0ns.

It is required to ensure adequate backward and forward linkages like required infrastructure, marketing support. availability of repairing centers and spare parts etc., while sanctioning the scheme.

The program has to desist from making compulsory the beneficiary contribution since the beneficiaries are falling in the debt traps and the moneylenders are gaining hold on the assets provided to them under NSTFDC.

The beneficiaries have to be trained properly in handling and maintenance of the assets provided under the scheme.

Benami transaction have to be property checked and stringent punishment has to be given to the persons involved in such type of transactions.

Care has to he taken to provide good quality assets, especially incase of transport vehicles, by placing orders to reputed firms instead of relying on beneficiary, choice to curb the involvement of brokers who wilt misguide the ignorant beneficiaries and make them to. place order with local companies for getting commission thus denying them of getting good quality vehicles.
