PERFORMANCE OF THE CORPORATION |

The Corporation has so far provided an assistance of Rs. 563.98 Crores for the benefit of 8.74 lakhs STs in the State. The year-wise physical and financial performance from 1976-97 to 2004-05 is enclosed. While the per capita investment during 1976-77 was only Rs. 852/- which has been increased gradually to nearly Rs. 12,000/- in recent years. It is expected to reach up to Rs. 20,000/- in the current Action Plan. The coverage provided during 1976-77 was Rs. 15.90 lakhs benefiting 1856 STs in terms of Financial and physical achievement. This has been increased multi-fold during the past (28) years. For instance Rs 26.75 Crores was spent for the benefit of 8142 beneficiaries during 2000-01 and Rs. 21.84 Crores for the benefit of 42227 beneficiaries during 2001-02 and Rs. 47.44 Crores for the benefit of 37609 beneficiaries during 2002-03.
During the Financial year 2004-05 an amount of Rs. 116.93 Crores was proposed to benefit 1.024 lakhs STs which includes 50% Subsidy, 20% Margin Money and 30% Institutional Finance and Beneficiary Contribution. The Schemes which were proposed are Agriculture, Horticulture, Coffee Plantation, Minor Irrigation, Animal Husbandry, ISB Sector and Schemes under NSTFDC programme.

| The details of a few important schemes are given below in a next shell |
| i) |
Land Purchase Scheme |

The Corporation started the Land Purchase scheme in the year 1994-95 with the objective of providing valuable and durable asset so that there is upliftment of not only the economic status but also the social status of the beneficiaries. From 1994-95 till 2004-05 an extent of 1590.57 acres has been purchased and allotted to 1576 beneficiaries at a cost of Rs. 4.65 crores. |

Schemes Financed By National Scheduled Tribes Finance Development Corporation (NSTFDC) |

The Corporation has started taking loan from NSTFDC from the year 1993-94, mainly to provide loan portion, whereever bankers are not coming forward to finance the scheme. An amount of Rs. 45.06 Crores has been provided by NSTFDC from 1993 till 2004-05 benefiting 22,879 beneficiaries under various schemes. The year wise releases from NSTFDC are enclosed. |

Coffee Plantation |

Government of Andhra Pradesh in collaboration with Govt. of India, Coffee Board and National Scheduled Tribes Finance Development Corporation (NSTFDC) took up a project for Coffee Plantation over an area of 60,000 Acres in ITDA area, Paderu, Visakhapatnam District. This project has an outlay of Rs. 144.00 crores of which 50% is Beneficiary contribution in the form of labour and 25% is the Government of India assistance (Rs. 36.00 Crores), 8.33% is states assistance (Rs. 12.00 Crores) and 16.67% is NSTFDC assistance (24.00 Crores). The project is intended to cover 60,000/- ST families. So far i.e. upto the end of July-2005, Coffee Plantation was taken up in 32673 acres, with an outlay of Rs. 9.88 crores benefiting 32673 ST families. |

Velugu Project in Tribal Areas |

In order to give greater focus and achieve convergence between the Velugu Project and Integrated Tribal Development Agencies (ITDAs) in the project Districts under the overall frame work, Govt. has developed a tribal development strategy with exclusive implementation arrangements. They include setting up of State Tribal Management Unit (STMU) headed by a Regional Project Director (TD) at state level and setting up of Tribal Project Management Unit (TPMU) with the Project Officers of the ITDAs as Project Directors of Velugu in (8) ITDAs. An amount of Rs. 31.46 Crores was incurred upto 2004-05 covering 58333 ST families. |

Single Line Administration |

In (9) ITDA Districts, govt. of AP has been implementing, Single Line Administration, introduced in 1975, the policy is reiterated in 2002. Under this all development programmes in ITDA area are planned, implemented and monitored by ITDAs. Project Officers are delegated with the powers of Agency Administrator, and Additional District Magistrate to the extent of ITDA area. This is a unique and pioneering practice in entire country. |

MONITORING AND EVALUATION OF SCHEMES |

The Corporation is monitoring the progress of implementation of schemes. The Corporation scrutinizes the data related to sanction and grounding status with reference to funds received and mobilized by the ITDAs/DLCs along with recovery of loans, the administration cost and other related expenditure. Similarly, the TRICOR conducts review meetings with Pos of ITDAs/District Tribal Welfare Officers every month on progress of Action Plan and guidelines to be followed for implementation of the schemes. Annually, the TRICOR conducts impact studies by engaging TCR & TI staff on schemes implemented by the PO ITDAs/ DTWOs to assess the performance of the assets and also the income generated, out of the assets provided to the beneficiaries. The Corporation takes up concurrent evaluation in addition to the product evaluation of certain important schemes. |

ACHIEVEMENTS OF ACTION PLAN 2004-05 |

During 2004-05 as against the target of beneficiaries with an outlay of Rs. 116.93 crores, the Corporation has implemented schemes benefiting 97177 STs with an outlay of Rs.84.70 Crores. The programme and sector-wise details achieved and furnished in Annexures. |
