i)Cost of pumpsets include all accessories, taxes, etc., as per complete pumping system of IS 10804-95.ii) A sum of Rs. 4000 per pumphouse with the size of 2.5mX2.1m constructed with the brick wall and AC Roof/Tile roof may be considered. However, for pumphouse constructed with sloping roof with Tin, the cost may be considered at Rs. 2500. |

Financing of 10 HP / Submersible pumpsets is allowed in Chittoor, Cuddapah, Upland areas of East and West Godavari and Krishna Districts only. |

Financing 5 & 7.5 HP submersible pumpsets are allowed in all Districts. |

The minimum benefiting area for financing borewells with 5HP, 7.5 HP & 10 HP Submersible Pump set should be 1 ha, 2 ha & 2.5 ha respectively. |

Filed officer of the bank should necessarily record the need for financing 7.5 or 10 HP pumpsets before recommending the loan amount. |

Bank shall ensure that the programmes shall be implemented in “White” blocks, and for the programme in grey blocks, it shall obtain occurrence from the State Government Department to start the investments. |

the design and cost of the ground water structures shall be as per the recommendations of Unit cost Committee. |

Spacing: The minimum spacing to be maintained between degwells/borewells, minor irrigation works shall be as indicated below. |

An officer of the sponsoring bank shall check atleast 20% of the programme for development of the well financed under DOW and submit a report to bank giving quantitative values of depth, quantity, rates and cost of deepening or desilting or lining work carried out on each well imspected. The Bank shall submit to the ROs of NABARD details of such inspection reports. |

The spacing norms (as per 3 above) between wells 9including wells for drinking purpose) may also be adhered to under DOW. |

| 5. |
Electric Supply |
| |
Before approving loan for electric pumpsets, the bank shall satisfy itself that the village is electrified and that timely power supply would be available to the beneficiary for operation of the pumpset. |
| 6. |
Minimum acreage and sale of water |
| |
It is necessary that the beneficiary has the following minimum area of land to be brought under irrigation to ensure viability of investment and repayment of loans in the prescribed periods. |

| 7. |
Selection and Installation of Pumpsets |
| |
| a. |
The bank shall ensure that the pumpsets that are financed under the scheme are selected and installed as per BIS 10804-1995. |
| b. |
Bank shall submit a certificate to NABARD stating that the pumpsets selected are as per BIS 10804-1995. |
| c. |
Wherever loans, are advanced, for replacement of existing pumpsets by new pumpset or for replacements of diesel engine pumpset by electric pumpset, Bank shall ensure that there is no change in the HP of the pumpset and the new pumpset installed is as per BIS 10804-1995. |
| d. |
Bank shall also ensure that the spacing criteria, as stipulated in 3 above, are adhered to for loans for pumpsets as well. |
| e. |
Wherever loans are advanced for standby pumpset, bank may ensure that the standby unit is also selected as per BIS 10804-1995 and also that the loans, both for existing pumpset and the standby unit, are recovered together within the normal recommended period of pumpsets which is 9 years. |
| f. |
Bank’s officer shall also certify that the pumpsets are actually installed while availing refinance for pumpsets from NABARD. Bank shall submit a certificate that the pumpsets are actually installed on the wells. |
| g. |
Where higher HP pumpset is required, for use other than irrigation, with common prime mover, total HP of the pumpset selected for agricultural shall nmot exceed 1.5 times the HP required for irrigation purpose subject to a maximum of 10 HP. |
| h. |
Capacitors: The Electric motor financed should always be provided with a starter and a capacitor matching the motor. |

| 8. |
After Sales Service |
| |
Bank shall ensure that adequate after sales service and repair facilities are provided by the manufacturers / dealers installing the pumpset on beneficiaries wells and that such service is free of charge during the first year of installation. |
| 9. |
Before advancing loans for underground pipelines for distribution system, bank shall verify the invoice order in regard to the quantity and quality of pipes ordered by the farmers and shall also ensure that length of pipeline for which loans are advanced are actually laid down |
| 10. |
Others |
| |
| i. |
Whether subsidy is available under State/ Central Subsidy scheme, the bank will be eligible for refinance net of subsidy. |
| ii. |
Wherever compensation is available under the failed well compensation scheme, the banks shall recover the cost of construction of well from the compensation receivable by the farmer and transfer the same against refinance availed, if any. |

| SPECIAL TERMS AND CONDITIONS |

| SPRINKLER SYSTEM |
| |
| 1. |
The bank should ensure that adequate water to cover the area is available. |
| 2. |
The installing agency should assess the water requirement of each plant and design the system accordingly. The bank should insist for a layout map showing the benefiting area and also the layout of the system drawn to a proper scale. |
| 3. |
a plan of the area showing the layout of the system and cost estimate of the system should be prepared by the implementing agency. |
| 4. |
the pipe used in the system should confirm to BIS standsrds. |
| 5. |
any change is technical design or cost during implementation of the scheme should have the prior approval of the financing bank and NABARD. |
| 6. |
the implementing agency should offer guarantee for the operation of the system for one/two years against any defect either manufacturing / working or installation. The firm should offer regular post sales – service for maintenance. |
| 7. |
the sprinkler pipes, accessories, motor etc. should be safeguard against theft, fire, burglary, etc.. |
| 8. |
the bank should conduct periodic monitoring visits to and satisfy itself about the working of the syatem. |
| 9. |
the components of the system should conform to the BIS specification. |
| |
| i. |
With Aluminium pipes conforming to IS-7092 of 1976 (Part-I) and IS-7092 (Part-II) of 1987. |
| ii. |
With HDPE pipes conforming to IS-14151 (Part-I) and IS-14151 (Part-II) of 1994. |

| DRIP SYSTEM |

| 1. |
The Bank should ensure that only competent and approved firm installs the system. |

The installing agency should guarantee for the operation of the system for minimum of 2 years and also ensure timely and proper post sales-service for the satisfactory working of the system. |

Bank should carry out periodic monitoring visits of the installation and verify its proper operation. |
| 7. |
Bank should ensure to safeguard the pipes (main and lateral) drips, emitters, etc., against theft, robbery, fire, etc., |
| 8. |
The system component to be installed should conform to the BIS specification (HDPE pipe IS-1451 (Part-I) 1994 and IS-1451 (Part – II) 1994 for Coupler). |
