Procedure for sanction of Economic Support Schemes and Grounding
 
By Keeping abreast of the field situation and on the basis of the findings of the study, the following have been suggested for examining its feasibility for implementation to overcome certain impediments the development process in the project area.
 
A. Streamlining the procedure for selection of beneficiaries:
 
Identification of the beneficiary should be done in the village itself in the presence of Grama Sabha by the team of Officers as per the existing procedure.

Steps to be taken to avoid the role of the tribal mediators in selection of the beneficiaries and also in sanctioning the schemes.


Identification of beneficiaries should be done within a stipulated period before release of funds by constituting joint identification teams with the locally available Officers drawn from different departments. It facilitates completion of identification process simultaneously in all areas within the stipulated period.

It is required to examine the feasibility of grounding the schemes preferred by the beneficiaries before according sanctions.

The Officials drafted for identification of beneficiaries should obtain the list of defaulters of that village during the selection of beneficiaries to avoid further coverage of defaulters under various schemes.

 
B. To reduce the time lag for according sanctions and for grounding the sanctioned schemes:
 
Steps to be taken to accord sanction to the schemes within a month from the date of application. A copy of the sanction proceeding should be displayed in concerned village near the Panchayat Office or any other Public place.

The beneficiaries should not be imposed with several conditions for grounding the schemes like depositing some initial amount equivalent to the loan component prior to the asistance, ensuring recoveries from the defaulters of the family, village or Panchayat etc. The Bankers should adopt alternative strategies to ensure prompt recoveries instead of discouraging the beneficiaries.

If the beneficiaries come forward to pay beneficiary contribution instead of getting bank loan they should be allowed to do so and in that case the schemes should be grounded by the MADA officials.

All the sanctioned schemes should be grounded within a stipulated period after release of funds. The officials of MADA should coordinate with the bankers to ensure timely grounding of all the schemes.

The Economic Support Scheme shall be grounded through village Organinsation / Self Help Groups. Women Groups shall be involved in grounding and recovery and assets shall be delivered at the doorsteps in front of the village community.

Physical verification of assets through special teams to be constituted by District Collector at district level. Priority shall be given to the uncovered ST habitation and ST families in the district, others shall be covered only after covering the uncovered areas/families. Any misappropriation shall be treated as an atrocity against STs.
 
C. Educating the beneficiaries about the modalities of various schemes:
 
The beneficiaries should be made aware of the scheme contents like nature of assistance, amount of loan and margin money to be repaid, rate of interest and number of instalments, procedure for claiming insurance etc., through various means of publicity which suits the local area to enable them to respond to the procedures of the schemes in a better way.

It is required to examine the feasibility of entrusting the task of awareness building to one of the local   N.G.Os.

The scheme details have also to be spelt out in the Gramasabha during the selection of beneficiaries by the team of Officers in Joint Identification Camps.

 
D. To devise appropriate mechanisms in consonance with the prevailing conditions in the project area:
 
In view of the prevailing drought conditions in most of the project area, it is required to execute minor    irrigation schemes in the areas where ground water sources are retained

lift irrigation schemes can be taken up on large scale wherever feasible.

In the areas surrounded by hills, the feasibility of constructing certain community based structures like diversion drains, rockfill dams, farm ponds etc. by trapping the run off water may be examined by integrating MADA schemes with other schemes like DRDA etc. to intesify and stabilize the productivity of rainfed agriculture.

Since the beneficiaries have been deriving substantial income from the schemes implemented under the Animal Husbandry sector, it is essential to provide adequate forward and backward linkages like access to veternary services, availability of sufficient fodder in the surroundings by way of encouraging fodder culitivation in waste lands etc.

Appointment of Para-veterinarians at gross root level by picking up the local educated tribal youth after imparting training in treatment of some important diseases causing loss of animals besides providing medical kits.

Provision of marketing facilities for sale of milk in respect of beneficiaries of dairy units.

The beneficiaries should be enlightened about the procedure to be followed while claiming insurance for the loss sustained by them and the authorities have to ensure timely payment of insurance amount to respective beneficiaries.

It was observed that the income levels of most of the beneficaires assisted under 1.S. B. Sector, have been escalated besides generating employment opportunities under the shcemes 1.S.B. Sector should be prioritized for which the beneficiaries with more enthusiasm and capability in relevant areas should be selected for assistance.

 
E. Motivating the beneficiaries to enable them to respond to the procedures of repayment
 
The beneficiaries should be educated about the modalities of repayment procedures prior to the grounding of the schemes.

The loan transactions should be properly recorded in the Bank pass books supplied to the beneficiaries to make them aware of the loan outstanding.

It is required to examine the feasibility of involving the locally active DWACRA groups to motivate the beneficiaries for repayment of the bank loan and margin money.
 
F. Formulating required strategies to ensure effective implementation, supervision and follow up
 
Workshops may be organized at some focal points by ensuring participation of various agencies involved in the implementation like MADA officials, bank officials, MPDOs, M.R.Os, local NGOs and other field level functionaries for identifying the factors impending the development process to faciliate formulation of appropriate strategies.

The role of MADA officials should not be confined to according sanctions and releasing subsidy and margin money to the bankers. They should also co-ordinate with the bankers to ensure execution of all the sanctioned schemes within a stipulated period.

All the functionaries involved in the implementation of MADA programmes should be imparted training in order to have better perception, appreciation and appraisal of the programmes.
 
G. Selection of NSTFDC Scheme:
 
The District Officer shall issue an advertisement in the local news papers inviting applications covering the following items:
 
a. Name of the Scheme, No. of Units and funding pattern
b. Eligibility Norms
c. Application Format
 

The application should contain complete details of the beneficiary including details of property owned by them.

 
a. Caste Certificate issued by M.R.O.
b. Income Certificate issued by M.R.O.
c. Residence Proof Certificate
d. Educational Qualification Certificates
e. Experience Certificate
f. Driving Licence
g. Documentation work should be completed within a month, Loan agreement, Survey Bond etc. should be executed
 
H. Grounding of NSTFDC Scheme:
 

The following members shall farm the Purchasing Committee:

 
a. Project Officer / Joint Collector
b. DTWO
c. R.T.O.
d. General Manager, D.I.C.
 
Beneficiary choice for the make and moclel should be kept in view while finalizing purchase of assets.

The assets should be purchased from the funds available with the District Offices, through Cheque/Demand Drafts.

In case the required funds are not available with District Offices, the same should be requested from the Head Office.

While providing assets to the beneficiaries, necessary Hypothecation/Mortgage & Insurance should be invariably done.

Each beneficiary should be given the Pass Book containing details of provided assets, Unit Cost, Funding Pattern, Repayment Schedule, etc.

While grounding Service Sector Schemes like Xerox, STD, DTP, Internet, etc, it should be ensured that the units are located at the appropriate place from the marketing point of view.

In case of Transport Sector & Service Sector Schemes, advance! postdated cheques should be taken from the beneficiaries.

The name of the financing agency has to be displayed as Financed by TRICOR with NSFDC LOAN".

The grounding details of unit should be immediately furnished to TRICOR Head Office in the prescribed proforma as per Annexure-II for claiming reimbursement of funds.
 
I.Recovery :
 
In case of Transport & Service Sector Schemes, the Term Loan and Margin Money Loan should be recovered from the beneficiaries in 60 equal monthly instalments along with interest after a moratorium of three (3) months.

In Case of Agricultural & Industries Sector Schemes the recovery should be as per sanctioned, repayment schedule communicated to the Districts.
