| REVISED GUIDELINES FOR IMPLEMENTATION OF NSTFDC SCHEMES UNDER VARIOUS SECTORS (EXCEPT AMSY) |
| |
| 1. ELIGIBILITY NORMS FOR BENEFICIARIES: |
| |
| i. |
income |
: |
The annual family income of beneficiary(ies) should not exceed double the poverty line (DPL) income limit presently Rs.39,500/- p.a. for the rural areas and Rs.54,500/- p.a. for the urban areas. |

|
| ii. |
Age |
: |
The age of the candidate should be between 18-55 years. |
| |
|
|
|
| iii. |
Sex |
: |
Both Men and Women are eligible. |
| |
|
|
|
| iv. |
Education |
: |
| a. |
Educated un-employed persons will be eligible in case
of Self Employment Schemes of NSTFDC Programme. |
| |
|
| b. |
Successful candidates those who undergone training at Vocational Training Institute may be given priority to encourage them for the establishment of self enterprises. |
|
| |
|
|
|
| v. |
Others |
: |
| a. |
To cover as many families as possible, avoid sanction
of more than one unit to the same family. |
| |
|
| b. |
A person can be sanctioned loan 2nd time in case she/he has fully repaid the previous loan provided, if the beneficiary is still below the double the poverty line. Defaulters should not be sanctioned loan for 2nd time. |
|

| |
| II. DETAILS OF THE SCHEME: |

However, preference should be given to smaller, viable schemes suitable for rural areas so that larger number of beneficiaries could be covered with same allocation. |

Others Specific Norms |
: |
a. In case of General Schemes, such as Tractor, Auto(D) & (P), Auto Trolley, Auto (7- seater), Dairy, Poultry, Land Purchase Scheme etc., already included in the Action Plan, no individual proposal should be forwarded to TRICOR head office.
b. Amount is allocated to each District as per population criteria. All the proposals including individual proposal should be limited to the total allocated amount.
c. High cost proposals i.e. unit cost above Rs.5.00 lakhs should be restricted to (10%) of total amount allocated to the District.
d. Before forwarding the individual proposal to TRICOR head office the same has to be cleared in District Level Committee(DLC). The District Level Committee clearance certificate should be sent along with the proposal.
e. Group/Individual proposal should be forwarded to this office along with Technical feasibility and economic viability (Appraisal Report)

| III. FORMULATION/PREPARATION OF PROJECT PROPOSALS: |

| i. |
Formulation /Preparation of the Project Proposals. |
: |
a. District Officers/Project Officers shall prepare the
Project proposals based on the need/demand of the
Beneficiaries keeping in view the feasibility/ viability /
profitability aspects |
| |
|
|
|
| ii. |
Format of the proposal |
: |
b. The proposals for each type of activity are required to
be submitted separately in the prescribed formats i.e.
Format-I for Industry and Service sector activities,
Format-II for Agricultural & Allied activities and
Format - III for Transport Sector activities.(Formats enclosed). |

| iii. |
Submission of the proposals |

c. District Officers are requested to submit their Project
proposals to the TRICOR head office well in advance for
the schemes included in the Annual Action Plan with
approval of District Collector/Chairman, District Level
Committee of the concerned District. |

| IV. APPROVAL SANCTION OF THE SCHEME: |
| |
After receipt of the proposals from the Districts, TRICOR Head Office shall obtain sanction of the schemes from NSTFDC, New Delhi. After getting the necessary sanction from NSTFDC, New Delhi, TRICOR head Office shall communicate to the Districts, which contains the sanctioned unit cost, Means of finance and number of units to be grounded for each scheme. The District Officers shall implement the scheme accordingly without any deviation. |

| V. BENEFICIARY SELECTION PROCEDURE: |
| |
| i |
Selection of Beneficiary (ies) |

An advertisement in the local news papers inviting
applications shall be given by the District Collector/
Project Officer covering the following items.
a. Name of the schemes, No.of units and funding pattern.
b. Eligibility norms.
c. Application Format.

| |
|
2. |
Village Organisations/Women Self Helf Groups should
be involved |
| |
|
|
|
| |
|
3. |
The villages where recovery is poor shall be deleted |
| |
|
|
|
| |
|
4. |
Villages not covered under service area of an
Nationalised banks/ Scheduled Banks should be given first preference. |
| |
|
|
|
| |
|
|
|
| ii |
Applications of Beneficiaries |
|
The application should contain complete details of the beneficiary including details of property owned by them. The applications should be accompanied by the following certificates.
a. Caste certificate issued by MRO.
b. Income certificate issued by MRO.
c. Residence Proof Certificate
d. Educational/Technical qualifications certificates.
e. Experience Certificate if any.
f. Driving license in case of Transport schemes.

Scrutiny of applications |
|
The Project Officer/District Tribal Welfare Officer should scrutinize the applications within (15) days keeping in view the eligibility norms and validity of all certificates including Driving license in case of Transport Schemes. The screened applicants should be intimated the date of interview for final selection. |

|
|
| iv |
Weightage/ Preference given to the following. |
|
a. Educated unemployed Scheduled Tribes.
b. Technical skill/qualification/Experience in the
line of activity.
c. Physically handicapped for schemes such as
Xerox, FAX, STD Booth, Internet Café etc.,
d. Driving vehicles on hire/daily wage basis (in case of Transport sector). |

Interviews of applicants by Selection Committee. |
|
The following Committee should interview all the screened applicants.

| VI. POST SELECTION PROCESS/DOCUMENTATION |
| |
| i. |
List of selected candidates should be displayed in the District Offices. |
| |
|
| ii. |
Reserved list of selected candidates should also be prepared. |
| |
|
| iii. |
The documentation work should be completed within a month, such as
a. Loan agreement / Bond.
b. Hypothecation/ Mortgage of assets.
c. Sureties from (2) persons. |
| |
|
| iv. |
Beneficiary contribution should be collected. |
| |
|
| v. |
The list of beneficiaries in the prescribed NSTFDC format as per Annexure –I should be sent to the Head Office. |
| |
|
| vi. |
Name and address of one nominee, so that assets/liabilities are taken over by the nominee in the event of death of the beneficiary. |
|
| |
| VII. GROUNDING OF UNITS: |
| |
| i. |
Assets Purchase Committee. A Committee constituted with following members shall purchase the assets of the unit with the consent of the beneficiary.
a. Project Officer/District Tribal Welfare Officer.
b. Joint/Assistant Director (Agriculture) for Agriculture sector schemes.
c. Joint/Assistant Director (Animal Husbandry) for Animal Husbandry schemes.
d. Assistant Director (Horticulture) for Horticulture schemes.
e. Assistant Director(Fisheries) for Pisciculture Schemes.
f. General Manager, District Industries Centre for Industries/Service sector schemes.
g. Beneficiary concerned.

| ii. |
The assets should be purchased from the funds available with the District Offices, through Cheque/Demand Drafts. |
| |
|
| iii. |
In case the required funds are not available with District Offices, the same should be requested from the Head Office. |
| |
|
| iv. |
While providing assets to the beneficiaries, necessary hypothecation/ Mortgage & Insurance should be invariably done. |
| |
|
| v. |
Each beneficiary should be given the Pass Book containing details of provided assets, unit cost, funding pattern, repayment schedule etc., |
| |
|
| vi. |
While grounding service sector schemes like Xerox, STD, DTP, Internet etc., it should be ensured that the units are located at appropriate place from the marketing point of view. |
| |
|
| vi.i |
In case of Transport sector & Service sector schemes, advance/ postdated cheques should be taken from the beneficiary. |
| |
|
| viii. |
The name of the financing agency has to be displayed as “Financed by TRICOR with NSTFDC loan”. |
| |
|
| ix. |
The grounding details of units should be immediately furnished to TRICOR head office in the prescribed proforma as per Annexure – II for claiming reimbursement of funds. |
|
| |
| VIII. RECOVERY: |
| |
| i. |
In case of Transport & Service sector schemes, the Term Loan and Margin Money loan should bee recovered from the beneficiaries in (60) equal monthly installments along with interest after a moratorium of three (3) months.
|
| |
|
| ii. |
The Term Loan and Margin Money loan should be recovered from the beneficiaries as per the repayment schedule communicated along with sanction letter of the scheme. |
| |
|
| iii. |
Village Organisations to be involved in recovery and future financing in the village. |
| |
|
| iv. |
Recoveries collected under NSTFDC programme should be sent to TRICOR on or before 10th of each succeeding month. |
| |
|
| v. |
A separate sub-account should be maintained for NSTFDC schemes. Loan portion and interest shall be shown separately. |
| |
|
| vi. |
Beneficiary-wise loan ledger should be maintained containing full details of the loan, Margin Money, interest including due date etc., |
| |
|
| vi.i |
D.C.B. statements must be prepared every month and demand notices should be issued to the beneficiaries for proper recovery of loans. |
| |
|
| viii. |
If more than (3) installments have become overdue, the Project Officer/District Tribal Welfare Officer should personally deal such cases to recover the overdue amount. |
| |
|
| ix. |
In case of vehicles – R.C. Book and Insurance papers should be seized if installments are not paid for (3) months. |
|
| |
| IX. MONITORING AND FOLLOW-UP ACTION: |
| |
| i. |
Physical monitoring is very much essential for the success of the scheme. There should be on-the-spot inspection of all the units, at least once in every quarter. The Project Officer/District Tribal Welfare Officers should personally inspect and evaluate at least minimum of (5) units in each month. |
| |
|
| ii. |
In case, any unit is found to be not functioning properly and beneficiary reports some genuine problems, the same should be dealt with promptly and effectively by the District Offices. |
| |
|
| iii. |
The Evaluation reports on the schemes should be sent to the TRICOR head office periodically. In case a particular scheme is not doing well, the reasons/explanation for the same, suggesting remedial measures should be communicated to the TRICOR Head Office. |
| |
|
| iv. |
Village Organisations/Women Self Help Groups to be involved in Monitoring at village level. |
|
| |
| |
|
| |
|
|
|
